Manitoba has 6,239 federal nominations for 2026 and runs an EOI-driven selection model scored out of 1,000 points. Four streams cover skilled workers already in Manitoba, skilled workers overseas with a connection to the province, international graduates of Manitoba institutions, and business investors. PROGRAM OVERVIEW

How MPNP works.

Manitoba's program rests on connection to the province. The most common pathway is for people already living and working in Manitoba on a work permit; the overseas stream requires demonstrable ties — family in MB, prior study, prior employment, or an explicit strategic-recruitment invitation from MPNP.

Candidates register an Expression of Interest scored out of 1,000 points across six factors (age, language, education, work experience, connection to MB, adaptability). MPNP runs regular draws and invites the top-scoring profiles to apply. The Skilled Worker streams are Base PNP — no Express Entry profile required (though an EE-aligned sub-stream exists within Skilled Worker Overseas).

MPNP's four primary streams break into sub-pathways depending on whether you're already in Manitoba, overseas with a connection, a Manitoba graduate, or a business investor.

SKILLED WORKER · BASE

Skilled Worker in Manitoba

For temporary foreign workers and international graduates currently working in Manitoba with at least 6 months of full-time MB employment with the same employer and a permanent, full-time MB job offer. The workhorse stream for in-province applicants.

For candidates outside Canada with a demonstrable MB connection — close family in MB, past MB study or work, or an MPNP Strategic Recruitment Initiative invitation. EOI-scored intake.

Skilled Worker Overseas: Express Entry Pathway

Sub-pathway within Skilled Worker Overseas for candidates with an active Express Entry profile and a strong MB connection. Nomination adds 600 CRS points — effectively guarantees an ITA.

International Education Stream — Career Employment Pathway

For recent graduates of an eligible Manitoba post-secondary institution with a permanent MB job offer in their field of study. No work-experience minimum if the job aligns with the credential.

For Manitoba Master's or PhD graduates who completed an internship with a Mitacs partner organisation. No job offer required.

HOW WE WORK AN MPNP FILE

From EOI to PR.

Every MPNP file is handled directly by Jugraj. The four steps below are the backbone — MB-specific details (connection evidence, EOI scoring, employer registration) slot in where needed.

Stream selection + EOI build

We assess your work history, language scores, occupation, education, and MB connection. We build the strongest EOI profile under the 1,000-point grid and pick the right MPNP stream.

EOI registration / application

We register your EOI in MPNP Online. The system scores you and ranks you against other candidates; MPNP runs regular draws and invites the top scorers to apply.

Provincial nomination certificate

If invited and approved, MPNP issues a nomination. For Express Entry-aligned sub-pathways, +600 CRS is applied to your EE profile and an ITA follows in the next federal draw.

Federal PR application + landing

Full PR application to IRCC — medical exam, biometrics, supporting documents, security checks. We respond to procedural fairness letters and follow up on stalled files. You're walked through landing once approved.

  • Educational Credential Assessment (ECA) for foreign credentials

Language results

  • IELTS General Training or CELPIP-General (English)
  • TEF Canada or TCF Canada (French)
  • Within 2 years of EOI submission
  • MPNP CLB minimums vary by NOC TEER

  • Evidence of close family in MB (birth/marriage certificates establishing the relationship + the relative's MB status)

What MPNP and IRCC charge.

An MPNP file involves two sets of government fees: the MPNP application fee, and IRCC's federal permanent-residence fees. The IRCC schedule below is the same fee structure that applies to every Express Entry and PNP-to-PR file.

MPNP — APPLICATION FEE

MPNP charges a $500 provincial application fee on Skilled Worker and International Education streams. Business Investor Stream uses a higher fee plus a refundable deposit tied to business performance. Confirm the current amount at time of application; we cover this at the consultation.
