For temporary foreign workers and international graduates currently working in Manitoba with at least 6 months of full-time MB employment with the same employer and a permanent, full-time MB job offer. The workhorse stream for in-province applicants.
For candidates outside Canada with a demonstrable MB connection — close family in MB, past MB study or work, or an MPNP Strategic Recruitment Initiative invitation. EOI-scored intake.
Sub-pathway within Skilled Worker Overseas for candidates with an active Express Entry profile and a strong MB connection. Nomination adds 600 CRS points — effectively guarantees an ITA.
For recent graduates of an eligible Manitoba post-secondary institution with a permanent MB job offer in their field of study. No work-experience minimum if the job aligns with the credential.
For Manitoba Master's or PhD graduates who completed an internship with a Mitacs partner organisation. No job offer required.
For Manitoba post-secondary graduates who have purchased or established a business in MB and operated it for at least 6 months on a PGWP.
For experienced business owners or senior managers planning to invest in and actively manage a business in MB. Minimum net worth and investment thresholds; deposit refundable upon meeting business performance terms.
For experienced farm owners and operators planning to buy and actively operate a farm in rural MB. Minimum net worth and active farm management required.

An MPNP file involves two sets of government fees: the MPNP application fee, and IRCC's federal permanent-residence fees. The IRCC schedule below is the same fee structure that applies to every Express Entry and PNP-to-PR file.

MPNP charges a $500 provincial application fee on Skilled Worker and International Education streams. Business Investor Stream uses a higher fee plus a refundable deposit tied to business performance. Confirm the current amount at time of application; we cover this at the consultation.
