NLPNP is one of the most accessible PNPs in Canada right now — zero provincial fees on all streams since December 5, 2025, and a target processing time of just 25 business days. Four streams cover priority-skills workers, employer-driven skilled workers, international graduates, and entrepreneurs. The province is tripling newcomer intake to address acute shortages in healthcare, tech, trades, fisheries, and energy.

How NLPNP works.

NLPNP runs an EOI-based selection model across all four active streams (since February 2025). Most streams require a valid NL job or job offer — the exception is the International Entrepreneur stream, where the investment and business plan are central.

Effective December 5, 2025, NL eliminated all provincial processing fees — the NLPNP now charges $0 at the provincial stage. Combined with a 25-business-day provincial target, this makes NLPNP one of the fastest and most affordable PNPs in Canada. The province is explicitly aiming to triple newcomer intake to fill acute labour shortages.

NLPNP STREAMS

Four streams, EOI-driven intake.

NLPNP's four streams cover the major immigration paths. Most candidates apply via Skilled Worker or Priority Skills NL — those are also the highest-volume streams in recent draws.

PRIORITY SKILLS · BASE

Priority Skills Newfoundland and Labrador

For workers in designated priority occupations supporting NL's labour-market needs (healthcare, tech, trades, fisheries, energy). No NL job offer always required if your occupation is in the highest priority bands.

SKILLED WORKER · BASE

Skilled Worker

For workers with a permanent, full-time job offer from an NL employer in a skilled occupation (TEER 0, 1, 2, or 3). The workhorse stream for employer-driven cases.

GRADUATE · BASE

International Graduate

For graduates of a Canadian post-secondary institution (NL or elsewhere) with a permanent NL job offer in their field of study. PGWP-eligible graduates with recent completion qualify.

BUSINESS · BASE

International Entrepreneur

For experienced business owners or senior managers planning to invest in and actively operate a business in NL. Performance-based nomination — meet business commitments to convert work permit + temporary status to full nomination.

HOW WE WORK AN NLPNP FILE

From EOI to PR.

Every NLPNP file is handled directly by Jugraj. The four steps below are the backbone — NL-specific details (employer endorsement, AIP cross-eligibility) slot in where needed.

Stream selection + EOI build

We assess your work history, language scores, occupation, education, and NL connection or job offer. We pick the strongest stream — Priority Skills NL, Skilled Worker, International Graduate, or International Entrepreneur.

EOI registration / application

We register your EOI in the NLPNP system. Both NLPNP and the Atlantic Immigration Program use EOI models — we monitor both pools where eligible and respond to invitations within the deadline.

Provincial nomination certificate

If invited and approved, NLPNP issues a nomination — typically within 25 business days from a complete application. NLPNP nominations are Base PNP; PR application proceeds via the federal paper PR track.

Federal PR application + landing

Full PR application to IRCC — medical exam, biometrics, supporting documents, security checks. We respond to procedural fairness letters and follow up on stalled files. You're walked through landing once approved.

What NLPNP and IRCC charge.

NLPNP is currently fee-free on the provincial side — the only government fees are IRCC's federal permanent-residence fees. The IRCC schedule below is the same fee structure that applies to every Express Entry and PNP-to-PR file.
