PEI runs three category groups: Labour Impact (Skilled Worker, Critical Worker, International Graduate), Express Entry, and Business Impact. For 2026 the province has focused intake exclusively on its Labour Impact and Express Entry streams — priority sectors are healthcare, trades, and manufacturing. We handle PEI PNP files end to end.

PROGRAM OVERVIEW

How PEI PNP works.

PEI PNP is structured around three category groups. Labour Impact covers workers and graduates with PEI employer support. Express Entry is the only Enhanced category in PEI PNP — it adds 600 CRS points on nomination. Business Impact is the entrepreneur stream (currently not being actively drawn in 2026).

Selection is EOI-driven — you register an Expression of Interest, get scored, and wait for an invitation in PEI's periodic draws (typically monthly). 2026 invitations have gone exclusively to Labour Impact and Express Entry candidates, with all 236 ITAs through April 2026 going to these streams. Priority sectors remain healthcare, trades, and manufacturing.

PEI PNP STREAMS

Three Labour Impact streams, one Express Entry, one Business.

For 2026, expect invitations from Labour Impact and Express Entry. Business Impact is on pause — PEI has explicitly prioritised workforce-driven immigration this year.

LABOUR IMPACT · BASE

Skilled Worker

For workers with a full-time job offer from a PEI employer in a skilled occupation (TEER 0, 1, 2, or 3). Can be in PEI on a work permit or applying from abroad with an offer.

LABOUR IMPACT · BASE

Critical Worker

For workers in lower-skilled but critical occupations (TEER 4) — truck drivers, customer service, food and beverage, housekeeping — with at least 6 months of PEI work experience and an employer offer.

LABOUR IMPACT · BASE

International Graduate

For recent graduates of a PEI post-secondary institution with at least 6 months of full-time PEI work experience in their field of study and a permanent PEI job offer.

EE-ALIGNED · ENHANCED

Express Entry

PEI's only enhanced category. For candidates in the federal Express Entry pool, with or without a PEI job offer (offer significantly strengthens chances). Nomination adds 600 CRS — effectively guarantees an ITA in the next federal draw.

BUSINESS IMPACT · BASE

Business Work Permit Entrepreneur

For experienced business owners or managers planning to invest in and operate a business in PEI. EOI-based. Not actively being drawn in 2026 — PEI has paused entrepreneur invitations in favour of its workforce-first approach.

HOW WE WORK A PEI PNP FILE

From EOI to PR.

Every PEI PNP file is handled directly by Jugraj. The four steps below are the backbone — PEI-specific details (employer registration, draw cadence) slot in where needed.

Stream selection + EOI build

We assess your work history, language scores, occupation, PEI connection, and any employer offer. We pick between Labour Impact streams or Express Entry and build the EOI.

EOI registration / application

We register your EOI in the PEI Office of Immigration system. PEI runs scheduled monthly draws — we monitor the cadence and respond to invitations within the deadline.

Provincial nomination certificate

If invited and approved, PEI PNP issues a nomination. For Express Entry, +600 CRS is applied to your federal profile and an ITA follows in the next federal draw.

Federal PR application + landing

Full PR application to IRCC — medical exam, biometrics, supporting documents, security checks. We respond to procedural fairness letters and follow up on stalled files. You're walked through landing once approved.

Language results

  • IELTS General Training or CELPIP-General (English)
  • TEF Canada or TCF Canada (French)
  • Within 2 years for Express Entry stream
  • PEI PNP CLB minimums vary by stream

  • Proof of PEI residence and work permit history (for International Graduate / Critical Worker)
  • PEI employer job offer with NOC, wage, location
  • 6 months of PEI work experience documentation for Critical Worker and International Graduate streams
  • Business plan + net worth verification for Business Impact (when reopened)
GOVERNMENT FEES

What PEI PNP and IRCC charge.

A PEI PNP file involves two sets of government fees: a modest PEI application fee (low compared to larger PNPs), and IRCC's federal permanent-residence fees. The IRCC schedule below is the same fee structure that applies to every Express Entry and PNP-to-PR file.

PEI PNP — APPLICATION FEE

PEI PNP charges a modest provincial application fee per stream — Labour Impact and Express Entry sit at one tier, Business Impact at a higher tier (plus a refundable good-faith deposit). Confirm the current amount at the consultation.
