Haiti and Sudan Work Permits: Renewals Now Run to December 30, 2027
On October 27, 2026, Immigration, Refugees and Citizenship Canada published a notice that the temporary measures for Haitian nationals and Sudanese nationals in Canada were set to expire that day. IRCC is extending them in a narrower form through December 30, 2027. The Haiti workers page and the Sudan workers page were both modified on October 28, 2026. Eligible people who already hold a valid work permit issued under a previous temporary public policy can apply to extend it. Standard processing fees apply.
Who can use the October 28 measure
As of October 28, 2026, the special measures have changed. You may renew a work permit if you are a temporary resident in Canada and you hold a valid work permit issued under a listed temporary public policy for nationals of Haiti or Sudan, or for eligible family members who fled the conflict.
All of the following have to be true:
- You hold a valid work permit issued under a previous temporary public policy for nationals of that country in Canada, or for family members who fled the conflict.
- You are in Canada with valid temporary resident status when you apply and when a decision is made.
- You have not already been issued a work permit renewal under this October 28, 2026 special measure.
- You meet the general eligibility and admissibility requirements for a work permit.
The pages state that no other special measures are currently in place for temporary residents affected by the crisis in Haiti or the crisis in Sudan. Visitors, study permit holders, and temporary resident permit holders extend the document they already hold through the regular process. On a mailed application, write "Urgent - Priority processing" on the envelope.
A renewal under this measure can be valid for up to 3 years. IRCC will not issue the work permit past the expiry date of your passport or your biometrics. If either document expires inside that window, renew the passport before you apply, pay the biometrics fee so you can give biometrics again, or do both.
Filing date and the December 30, 2027 deadline
The filing cutoff and the date on a new permit are different things.
| Date | What it controls |
|---|---|
| October 27, 2026 | Previous measures were set to expire. IRCC dated the notice this day |
| October 28, 2026 | Program pages say the new measure applies. Each person gets one renewal under it |
| December 30, 2027 | Last day to submit the renewal. The extended measures expire this day |
Submit the application on or before December 30, 2027. If it is approved, the permit can run for up to 3 years, cut short by passport or biometrics expiry.
If you apply to extend your status and it expires before IRCC finishes the file, the pages say you have maintained your status. You can stay in Canada while you wait, and you must keep meeting the conditions on the expiring document. File while your current status is valid. The pages also require valid temporary resident status when a decision is made.
The fees on the program pages
The notice says standard processing fees. The Haiti page and the Sudan page publish the same amounts.
| Type of fee | Amount | Who pays |
|---|---|---|
| Work permit processing | $155 | All applicants |
| Open work permit fee | $100 | All applicants under these measures |
| Biometrics | $85 for one person, or up to $170 for a family | Only if you need to give biometrics and you are eligible |
The two permit fees add to $255 before any biometrics fee. Every applicant under these measures pays the $100 open work permit fee.
What to upload
- Sign in to an IRCC secure account. On a paper form, put HTI2024 for Haiti or SD2023 for Sudan.
- Answer yes to the question about an open work permit under an active public policy or pilot program announced by IRCC.
- Upload the application to extend your worker status, a copy of your current work permit, a letter that says you are applying under the 2026 Haiti measures or the 2026 Sudan measures, and a copy of your passport or travel document.
- Pay the fees and submit a complete file. IRCC says a file missing required information may be refused. An approved document is mailed to the Canadian address on the application. If that address changes, use the web form and include HTI2024 or SD2023.
If you hold a different document
A visitor record, a study permit, or a temporary resident permit is extended through the ordinary channel for that document. Our study permit and visitor visa pages describe those routes in general terms. They are separate from this work-permit renewal.
If you hold a qualifying work permit, line it up with your passport, your biometrics expiry, and December 30, 2027, then file while your status is still valid.
