Here, we break down the practical implications that other sources have not addressed: what happens to pending applications, which streams face the highest risk of disappearing, and exactly what you should do based on your specific situation.

What Changed on March 16, 2026

The Ontario government filed a regulatory amendment giving the Minister of Labour, Immigration, Training and Skills Development sweeping new authority over the OINP. The key changes include:

  • Ministerial discretion to create, modify, or eliminate streams without requiring further regulatory amendments
  • A hard sunset date of May 30, 2026 for all existing OINP streams — including Employer Job Offer, Human Capital, and Business categories

The Masters and PhD Graduate Stream Revival — A Signal Worth Reading

On March 18, 2026, OINP issued 1,243 invitations across six separate draws, including the Masters Graduate and PhD Graduate streams — the first time these streams have been active since 2024.

This timing is not coincidental. The revival of these streams just two days after the regulatory amendment strongly suggests that the upcoming "exceptional talent" pathway will prioritize advanced degree holders. If you hold a Masters or PhD from an Ontario university and have not yet applied, this may be your best window.

What Happens to Pending OINP Applications After May 30?

This is the question everyone is asking, and the answer is concerning: Ontario has not yet confirmed transitional provisions.

Here is what we know and what remains uncertain:

  • Applications already approved for nomination should be unaffected — the federal PR process continues independently of provincial stream changes
  • Applications in processing but not yet decided face the most uncertainty. Without explicit grandfathering language in the regulation, there is a legal argument that these applications could be impacted
  • Expressions of Interest (EOIs) in the OINP pool that have not received invitations will almost certainly need to be resubmitted under the new framework
  • Candidates who received ITAs but have not yet submitted full applications should prioritize completing their submissions before May 30

International Students in Ontario

If you are an undergraduate or college graduate relying on the Employer Job Offer: International Student stream, explore Express Entry eligibility as a backup — this stream is at high risk of not returning.

Workers With Ontario Job Offers

If you have a valid job offer from an Ontario employer and are eligible for an Employer Job Offer stream, submit your EOI and complete your application as soon as possible. Healthcare Professionals

You are in the strongest position. Healthcare is one of three explicitly named new pathways. Continue preparing your documentation, but do not wait — apply under the current Healthcare Worker stream now, and you will also be well-positioned for whatever replaces it.

Tech Workers and Skilled Professionals

The "exceptional talent" pathway likely targets your profile, but details are unknown. In the meantime, ensure your Express Entry profile is up to date and consider whether the current Human Capital Priorities stream is an option before May 30.

Entrepreneurs

The Entrepreneur stream is explicitly continuing. If you meet current requirements, there is less urgency — but confirming your eligibility now avoids any disruption during the transition.
