October 22, 2026: Manitoba PNP Draw #282 Issues 1,304 Letters of Advice to Apply

On October 22, 2026, the Manitoba Provincial Nominee Program published Expression of Interest Draw #282. The page was last modified the same day at 22:09 UTC. It issued 1,304 Letters of Advice to Apply, which let people in the Manitoba pool file a full nomination application. The scores 816 and 846 are Manitoba ranking scores, separate from an Express Entry Comprehensive Ranking System cutoff.

Of the 1,304 letters, 353 went to candidates who declared a valid Express Entry profile number and job seeker validation code. The other 951 did not.

Who was selected

Manitoba used three selections. It published a lowest ranking score for the first two only.

Post-secondary letters went to top-scoring profiles where the applicant or spouse had completed post-secondary study in Manitoba. The overall selection covered eligible Skilled Worker in Manitoba profiles. Strategic letters covered Skilled Worker in Manitoba and Skilled Worker Overseas profiles with a direct MPNP invitation.

Those 57 strategic letters split this way:

  • Employer Services: 21
  • Francophone Community: 16
  • Regional Communities: 15
  • Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates: 3
  • Ethnocultural Communities: 2

How this round compares

Draw #281 on October 8, 2026 was occupation-specific: 340 letters (46 in health, 211 in listed teaching and early childhood roles, 83 strategic), with no ranking cutoff. 103 declared an Express Entry profile.

Draw #279 on September 10, 2026 issued 508 post-secondary letters at 825. Draw #282 issued 734 at 816. The October 16 federal French round used CRS 435. See our October 22 post.

The draw date and your filing date are different

The notice is dated October 22, 2026. The deadline runs from the date on your letter. Manitoba’s Letter of Advice to Apply page gives you 60 days from the date of your LAA to submit a full application. A March 2, 2026 contact notice says the program will not extend that deadline. To decline, ignore later LAA emails. When you meet the stream rules, create a new expression of interest under a new account.

The fee on the LAA page is a non-refundable $500, paid by Visa or Mastercard at submission. Visa Debit is refused: the page says the charge can leave the card while the file still fails to submit, with reimbursement within 10 business days. Pay and submit in Microsoft Edge. After an approved payment, the MPNP emails a file number within 48 hours.

That page assesses the file against the criteria published on the Manitoba website on the date the application is received. Check the live instructions on the day you pay.

What the draw notes require

Two notes on Draw #282 decide whether the letter can be used:

  • A post-secondary letter needs a diploma and transcript showing that you or your spouse completed a post-secondary program in Manitoba. If that record does not exist, the note says you may wish to decline.
  • People who said they work in a regulated occupation and are fully licensed in Manitoba were included. The program may refuse the full application if you are not working in that occupation or cannot prove the licensing steps. The note again says you may wish to decline.

A profile can be passed over when the language-test number is missing or expired, or when a strategic invitation number is missing. Skilled Worker Stream profiles were considered only after a direct strategic invitation or an invitation under the temporary public policy for prospective provincial nominee work permits. Only one MPNP application can be in process, and a skilled worker file and a business file cannot run together. A letter is permission to apply. Approval comes later.

Express Entry points come after a nomination

An Express Entry number on the expression of interest does not change CRS on October 22. IRCC’s nomination steps add 600 CRS points after Manitoba confirms a nomination and you accept it. You have 30 calendar days to accept or reject that message. Six hundred is the cap on additional points, so a nomination does not stack on top of 600 points you already hold.

The 951 letters without a declared Express Entry profile use the non-Express Entry provincial nominee route if Manitoba later approves them. This draw leaves Ontario’s REDI round and the November 3 federal CRS changes on their own rules.

What to do with the numbers

If a letter arrived, record the LAA date, count 60 days from that date, and match the diploma, transcript, licence proof, and language result to the expression of interest.

If no letter arrived, use 816 only for the post-secondary selection and 846 only for the overall Skilled Worker in Manitoba selection. Strategic recruitment published no score. Replace an expired language test, or add a missing invitation number, before the next round.
