Ontario has paused every OSAP payment tied to a private postsecondary institution. In a statement dated October 6, 2026, the Minister of Colleges, Universities, Research Excellence and Security said the government paused those payments while an independent KPMG audit continues. The statement does not set an end date, and it does not publish a dollar figure for the pause.

The pause is already in effect. It is not a proposal for a later term. Publicly funded colleges and universities are not named in the pause. The statement covers private postsecondary institutions.

This is a student-aid decision, not a study permit rule. It does not change PAL or TAL rules, living-cost tables, or work-hour limits. If you are choosing a private career college, or you are already enrolled and waiting on OSAP, the payment pause is the fact that matters this week.

What the statement says happened

The minister sets out a short timeline. The ministry says complaints about OSAP volume at private career colleges increased in late 2024. On January 15, 2025, Career Colleges Ontario raised similar concerns about specific institutions. After information from the federal government in May 2025, the ministry expanded its review and launched targeted inspections in July 2025. In December 2025 it asked the government's Forensic Investigation Team for advice. In May 2026 it issued notices of non-renewal to six campuses and has since suspended their OSAP eligibility.

In August 2026 the province hired KPMG to assess the broader integrity of OSAP applications at private postsecondary institutions. The statement says that work is ongoing. Preliminary findings named four concerns: common ownership, the involvement of immigration services firms and co-location between private career colleges and immigration recruitment or immigration services firms, inadequate student validation and verification of course enrolment and outcomes, and unusually high concentrations of OSAP applications from the same geographic locations.

The government notified the Auditor General last week and referred the matter to the Ontario Provincial Police. The ministry says it is still gathering information with KPMG.

What is paused, and what is not yet law

The operative line is narrow. The government has paused all OSAP payments associated with private postsecondary institutions as the audit proceeds. Going forward, those institutions will have to meet stricter criteria before they regain OSAP eligibility. The statement says further details will come later. It does not publish the criteria, a restart date, or a list of every affected school beyond the six campuses already suspended.

Many of the concerns identified so far have been concentrated in online-only programs. The government intends to introduce legislation to exclude predominantly online programs at private career colleges from OSAP eligibility. That sentence is an intention, not a bill number and not a commencement date. The statement says this would build on recent changes that removed OSAP grant eligibility for all career colleges.

The province also says it is working on low-interest third-party loans for students enrolled at private postsecondary institutions and is in discussions with financial institutions. Those loans are not available yet. The statement says more information will be released when ready.

What this means if you are enrolled or about to enrol

If your funding is OSAP and your school is a private postsecondary institution, do not treat the next payment as guaranteed. The statement recognizes that many students rely on this aid to finish their studies. It does not say existing payments will be released on the old schedule. Ask your financial aid office, in writing, whether your next instalment is caught by the pause.

If you are comparing offers, separate three dates. The fall 2026 grant and loan mix, covered in our February OSAP post, is a different decision. That earlier change capped grants at 25 percent of assessed need and ended OSAP grants at private career colleges. The October 6 statement pauses payments, including loan payments associated with private postsecondary institutions, while the audit continues.

School choice still matters for a study permit. An OSAP pause does not approve or refuse a study permit, and it does not replace a letter of acceptance, a PAL, or proof of funds. If a recruiter or immigration services firm shares space with a private career college, the statement names that co-location as one of the preliminary integrity concerns. That is a reason to confirm the school, the program, and who is giving immigration advice before you pay tuition or sign a retainer. Only a licensed practitioner can give immigration advice for a fee.

The statement does not say public colleges or universities lost OSAP. It does not close private career colleges. It does not, by itself, cancel a study permit already issued.
