IRCC Aims to Process PhD Study Permits in 2 Weeks After LOA Check

IRCC is advertising a short clock for doctoral study permits. On its faster processing page for doctoral students, last modified August 28, 2026, the department says that after your designated learning institution (DLI) verifies the letter of acceptance (LOA), it aims to process the application within 2 weeks. The same page is what IRCC points to from its application processing system snapshot, data as of June 30, 2026, under Canada's International Talent Attraction Strategy.

The 2-week figure is a processing aim, not a service standard you can enforce. The clock does not start on the day you click submit.

Who sits on this track

You can get faster processing only if you meet all three tests on the official page:

  1. You are enrolling in a doctoral degree program.
  2. You apply for a study permit from outside Canada.
  3. You submit the application online.

IRCC lists who is out. Master's programs, undergraduate programs, and graduate diplomas or certificates do not get this track. Filing from inside Canada does not get it. An incomplete file does not get it. A file that needs extra medical or security screening does not get it.

Family members who come with you can share the faster track if they apply for a visitor visa, work permit, or study permit, they are included in your study permit application, and they file at the same time. Eligible family members are your spouse or common-law partner, a dependent child of yours or of your spouse or partner, or a dependent child of a dependent child.

When the 2 weeks actually start

IRCC is precise about the start of processing. The 2-week aim begins after all of the following have happened:

  • IRCC has checked that the application is complete.
  • You have given biometrics, if required.
  • Your DLI has confirmed that the LOA is valid. That confirmation can take up to 10 calendar days.

If you need biometrics, you must give them within 2 weeks of the biometrics instruction letter (BIL). Pay the biometrics fee when you apply. IRCC lists that fee as starting at $85 a person. If your biometrics are still valid, you do not give them again. If they will expire soon, pay the fee and give them again, because IRCC will not issue a permit past the biometrics expiry date.

Documents that are not in English or French need a certified translation even if a visa office usually accepts another language.

What this is not

This track does not replace proof of funds, a letter of acceptance, or identity documents. Living-cost amounts for files filed on or after September 1, 2026 are on the proof of financial support page. A single applicant outside Quebec must show $23,448 for living costs, plus first-year tuition and return travel. We set out that table in our September 1 funds post.

It also does not put master's students on the 2-week clock. Master's applicants at a public degree-granting institution still get a different break. IRCC's graduate how-to-apply page states that starting January 1, 2026, a master's or doctoral student in a degree-granting program at a public institution does not need a provincial or territorial attestation letter (PAL or TAL). That exemption and the 2-week doctoral track are separate rules. Do not treat one as proof of the other.

Study permit processing is still $150 on IRCC's study permit page. Restoration, if you have lost status, is a different fee and a different process.

Why the inventory still matters

IRCC's June 30 snapshot lists 99,075 study permit applications finalized since January 1, 2026, and 36,520 still open. Most of that queue is not doctoral. If your DLI is late confirming the LOA, or the officer sends the file for extra screening, you leave the fast track.

Contacting IRCC does not speed the file. The department says it contacts you only if documents are missing or a decision has been made. Missing documents also end the 2-week aim.

What to do before you file

Confirm the program is a doctoral degree, not a master's or a graduate certificate with "doctoral" in marketing copy. Confirm you will file from outside Canada, online, with every item on the document checklist and fees paid. Book biometrics as soon as the BIL arrives. Tell accompanying family to file in the same package.

If you are already in Canada on a work permit and only need a short course, that is a different public policy. Some work permit holders can study 6 months or less without a study permit from September 4, 2026 to December 31, 2027. A PhD is not that course. See our work permit study explainer.
