Canada's $5,000 Red Seal Completion Bonus Opens November 16, 2026: Who Qualifies and How to Apply
Certified trades workers in Ontario have a new federal payment coming, and the application window opens in days. On October 23, 2026, Employment and Social Development Canada announced that applications for the $5,000 Red Seal Completion Bonus will open on November 16, 2026. The bonus is part of the Government of Canada's $8 billion Team Canada Strong investment, which aims to recruit, train, and hire 80,000 to 100,000 new Red Seal trades workers over the next five years, by 2030-2031.
If you finished an apprenticeship and got certified in a Red Seal trade on or after April 1, 2025, this payment may be for you. Here is what changed, who qualifies, and what to gather before the portal opens.
What changed
Before this announcement, completing a Red Seal apprenticeship brought certification and better job prospects, but no completion payment. Team Canada Strong changes that in two ways:
- A $5,000 completion bonus for journeypersons who completed an apprenticeship and obtained certification in a designated Red Seal trade on or after April 1, 2025.
- $5,000 per certification, not per person. Canada.ca states a journeyperson may receive the bonus for each designated Red Seal trade in which they completed an apprenticeship and received certification.
- Applications are accepted only from November 16, 2026. Applying earlier is not possible, but you can prepare now.
Who qualifies
According to the official eligibility page on Canada.ca (last modified November 2, 2026), you must:
- be a Canadian citizen, a permanent resident, or a protected person;
- not be a high school student;
- have completed an apprenticeship program as a registered apprentice in a designated Red Seal trade;
- be a certified journeyperson who completed an apprenticeship training program in a designated Red Seal trade;
- apply within the deadlines, which depend on your certification date; and
- submit the required supporting documents for your province or territory.
Not sure whether your trade is a designated Red Seal trade? Canada.ca directs you to the list of trades on the Interprovincial Standards Red Seal Program website. Designation is province-specific, so a trade that qualifies in Ontario is only relevant to your Ontario certification.
The deadlines that matter
This is where applicants can lose the payment, so mark these dates:
- Certified between April 1, 2025 and November 15, 2026: you must apply by May 31, 2027.
- Certified on or after November 16, 2026: you must apply within 12 months of your certification date.
- Supporting documents: all required documents must be submitted within 28 calendar days of the beginning of your application. If they are late, the application will not proceed and a new one must be submitted.
Note the difference between the opening date and the deadline. The portal opens November 16, 2026; the deadline depends on when you were certified, not on when the program opened.
Documents to gather now
Canada.ca encourages applicants to gather documents before the portal opens. The list from the October 23, 2026 news release includes:
- your Social Insurance Number (permanent residents whose SIN begins with a 9, and protected persons, must also provide proof of status in Canada);
- your mailing address;
- an email address (optional but recommended);
- banking information for direct deposit;
- your Red Seal trade name and certification date;
- the province or territory of certification; and
- your apprentice identification number.
Additional documents may be required depending on your province or territory of certification. The 28-day document window means a missing apprentice ID or proof of status can sink an otherwise valid application, so collect these items in November, not in May.
Why this matters for newcomers
Permanent residents and protected persons are explicitly eligible. Many new Canadians enter the skilled trades because certification is faster than re-licensing in regulated professions. If you are a permanent resident with a SIN beginning with a 9, or a protected person, plan to attach proof of status with your application. Workers certified in an eligible trade may receive the bonus for each Red Seal certification obtained on or after April 1, 2025, and the government decides eligibility, not your employer.
