IRCC has posted a filing cutoff for inland asylum claims started in the IRCC Portal. On Claiming asylum from within Canada and Start a claim online, both last modified October 1, 2026, the department says changes to the asylum application start November 3, 2026. Those changes affect how claims are submitted in the portal.

The date that matters is the portal submission time, not the day you opened the account. If you start a claim and do not submit it by 11:59 p.m. ET on November 2, 2026, IRCC says you will need to answer new questions and review old ones. Your personal information will be saved. If you submit by that time, you do not need to provide new information unless IRCC asks.

The same notice appears on Guide 0174, whose page details still read 2026-03-27. The cutoff text matches the October 1 pages. IRCC has not published the new questions.

What the notice actually says

IRCC ties the notice to its "ongoing efforts to modernise the asylum process." The linked Borders Act page, page details 2026-05-21, describes a plan to update the Immigration and Refugee Protection Regulations over the coming months. That page lists a simpler online application, fewer duplicate questions and forms, referral of only complete and schedule-ready claims to the Immigration and Refugee Board, and removal of inactive cases. It does not say those regulatory items all switch on at 12:00 a.m. on November 3.

For the portal, the published rule is narrower. Use this table, taken from the October 1 wording.

A started file is not a submitted file. Saving answers, uploading a passport copy, or creating the portal account does not meet the cutoff.

What this does not change

This notice is not a new eligibility rule. Claims made on or after June 3, 2025 already face two referral bars on the Borders Act page: a claim made more than one year after a first entry into Canada after June 24, 2020, and a claim made 14 days or more after an entry between ports of entry on the United States land border. Unaccompanied minors are exempt. Submitting before November 3 does not remove those bars.

It is separate from the September 29, 2026 PRRA exemption for some nationals and former residents of Israel and of Palestine, covered in our PRRA notice explainer. A portal asylum claim and a pre-removal risk assessment are different applications. It is also separate from the Federal Court abeyance on Bill C-12 challenges, covered in our August 20, 2026 practice direction note.

IRCC still says a person inside Canada uses the IRCC Portal to submit an asylum claim online. One account can cover you and family members claiming with you. After sign-in, the path is "Make a new refugee claim or continue a claim made to the Canada Border Services Agency (CBSA)." You can ask to file on paper if you cannot submit online for accessibility reasons. That paper route is on IRCC's paper claim page. The November 2 cutoff on the pages we opened is written for the portal.

Before November 2

Before you submit, the current start online page still asks each claimant for a Basis of Claim form, a copy of a passport, travel document, or other identity document, and a Use of a Representative form (IMM 5476) if someone is helping. Optional support can include proof of entry, country-conditions material, and an explanation of any portal difficulty. Those are today's document prompts, not a preview of the November 3 questions.

If the draft is not ready, do not invent missing facts to beat the clock. Personal information is saved, and IRCC says you will review old answers. The notice does not promise that a pre-November 3 submit will be referred to the Refugee Protection Division, or that processing will be faster.

The cutoff is 11:59 p.m. Eastern Time, not local time in another province and not UTC. A file submitted at 12:00 a.m. ET on November 3 is on the new side of the line.
