September 1, 2026 Express Entry CEC Draw: 2,000 ITAs at CRS 521

IRCC has posted the first Express Entry round of September. On its rounds of invitations page, the latest round is a Canadian Experience Class draw held on September 1, 2026 at 10:19:50 UTC. The department issued 2,000 invitations. The Comprehensive Ranking System score of the lowest-ranked candidate invited was 521. Rank needed was 2,000 or above.

The tie-breaking rule is August 18, 2026 at 03:24:13 UTC. If more than one candidate sat at 521, only those who submitted their profile on or before that timestamp were invited. The ministerial instructions for this round are listed as invitation set 439.

This is not a new program. It is a larger CEC round than the one two weeks earlier. The change that matters for you is the mix of volume and cutoff, not a change to CEC eligibility itself.

Volume doubled from August 18. The cutoff dropped two points from that round's 2026 high of 523. It is still five points above the August 5 cutoff of 516. Do not treat 521 as a standing target. The next CEC round can move either way.

The September 1 CEC round followed the August 31 Provincial Nominee Program round (562 invitations at CRS 697). That is the familiar cluster pattern: a PNP round, then a CEC round.

What the pool looked like before the draw

IRCC published the CRS distribution of candidates in the pool as of August 30, 2026, a few days before this round. Those numbers are the whole pool, not the CEC-only slice.

A 521 cutoff sits inside the 501-600 band. Most people in that band were not invited. Only CEC-eligible candidates at or above 521 who met the tie-break were selected.

Who a CEC round actually includes

IRCC's Canadian Experience Class page sets the program floor. In general you must:

• Have at least one year of skilled Canadian work experience (NOC TEER 0, 1, 2, or 3) in the three years before you apply, equal to 1,560 hours
• Have gained that experience while authorized to work, physically in Canada, and in paid employment
• Meet the language minimum: CLB 7 in all four abilities for TEER 0 or 1, or CLB 5 in all four abilities for TEER 2 or 3
• Be admissible and plan to live outside Quebec

Education is not required for CEC eligibility. Canadian credentials or an Educational Credential Assessment can still add CRS points. Self-employment and work while you were a full-time student generally do not count. Meeting the program minimums does not guarantee an invitation.

If you received an ITA

IRCC's apply for permanent residence page states that an invitation is valid for 60 days only.

1. Sign in to your IRCC account and start the permanent residence application immediately.
2. Confirm that language tests, work letters, and any Educational Credential Assessment still match the profile that was invited.
3. Book police certificates and a medical exam with a panel physician early.
4. Recalculate your CRS if anything has changed. IRCC says that if your recalculated score is below the lowest score in your round, you should decline the invitation.
5. Support every claimed fact. Inconsistencies are a common reason for delay or refusal.

An ITA is not an approval.

If you were not invited

Useful next steps include:

• Check your CRS and CEC eligibility against current IRCC instructions, not against last week's cutoff.
• Improve language scores. Higher CLB or NCLC results can raise CRS and can open French-language category rounds.
• Consider a provincial nominee stream if you have a qualifying job. A nomination adds 600 CRS points.
• Keep the profile accurate. An expired language test or a job-title mismatch can take you out of a round you would otherwise have entered.
